Early Learning Resource Center (ELRC) 19 is the hub of child care information in Chester County. ELRC 19 provides you and your family with information on quality child care and personalized childcare referrals to providers based on your specific needs or preferences. ELRC 19 also administers the Child Care Works subsidized child care program.
